“Glossy and vinyl eye makeup is high impact and fairly simple to achieve,” says celebrity makeup artist Courtney Hart. Hart’s celebrity clientele includes XO Kitty’s breakout star Anna Cathcart and millennial icon Hilary Duff. “It takes elements from current makeup trends we have adapted from shows like Euphoria and plays with textures reminiscent of the early 2000s. It’s a very fun, colorful, and artistic trend,” she continues. “No doubt it will continue to grow on platforms like TikTok and be seen on upcoming red carpets and editorials.”

Makeup novices and enthusiasts can rest easy knowing that creating and pulling off this makeup look is relatively easy—a win for anyone hesitant to try the Y2k-inspired trend. “Some cream and powder eye shadows are designed to look wet and reflective when applied,” begins Hart. “I always use an eye primer with these types of looks to get as much color payoff as possible.” This look can be achieved by applying an eye gloss on top of your chosen eye shadow.
