PIERRE, S.D. (KELO) — A contractor based in nearby Pipestone County, Minnesota, is low bidder for a South Dakota highway and utility project on SD34 through the community of Colman in Moody County.
Hulstein Excavating of Edgerton, Minnesota, submitted the lowest combined bid of $10,881,751.95 to perform the work. That was more than $1.5 million below the $12,435,788 estimate.
The South Dakota Transportation Commission awarded the project during a special meeting on Monday afternoon. That followed a 30-minute executive session.
The commission last week had deferred consideration of all six bids on the Colman project. At that November 26 meeting, the commission accepted low bids on seven other projects.
A stretch of US12 between McLaughlin and Mobridge in Corson County as well as various pieces of SD1806, all in Corson County, were handled as a single project and awarded to Central Specialties Inc., based in Alexandria, Minnesota. The $24,137,322 bid was 0.8% above the $23,937,648.85 estimate.
Shoulder surfacing on a combined 35.9 miles of US83 and US212 in Potter, Sully and Hughes County was awarded to Border States Paving Inc., based in Fargo, North Dakota. The $7,691,454.68 bid was 8.1% below the $8,371,447 estimate.
A 14.4-mile segment of SD79 in Harding County, starting at the SD20 junction, was awarded to Anderson Western Inc., based in Bismarck, North Dakota. The $5,133,364.77 bid was 2.1% above the $5,025,344.48 estimate.
Installing fence along 18.1 miles of Interstate 90 between Spearfish and Sturgis in Lawrence and Meade counties was awarded to TLMV Inc., doing business as American Fence Company of SD, based at Sioux Falls. The $528,791.34 bid was 31.6% below the $772,717 estimate.
A structure over Turtle Creek northeast of St. Lawrence in Hand County was awarded to Lehtola Builders of Lake Norden. The $568,269.14 bid was 1.8% below the $578,895.25 estimate.
A structure over Pearl Creek northeast of St. Lawrence was also awarded to Lehtola Builders. The $496,829.93 bid was 0.7% above the $493,265.50 estimate.
And a structure over Cain Creek southeast of Wessington in Beadle County was also awarded to Lehtola Builders. The $716,841.90 bid was 2.7% above the $698,002.70 estimate.
The three structures were considered as a combined bid and Lehtola Builders submitted the lowest total amount at $1,781,940.97. The combined estimate for the three was $1,770,163.
