Nancy A. Navarro was arrested by Goodyear Police for theft of an election sign pointing out Litchfield School Board President Kimberly Moran’s three Open Meeting Law (OML) violations. The sign was across the street and visible from the administrative offices of Mabel Padgett Elementary School at 15430 W Turney Avenue in Goodyear.

The theft occurred after school on November 3, at 3:23 p.m., as teachers and administrative staff were leaving.

According to witnesses, Navarro drove up in a white Escalade, exited the vehicle and pulled the sign out of the ground and placed it in the passenger side of her vehicle. She then quickly drove away.

A witness who saw the entire event called the police and followed the Escalade until the police could locate it. Navarro also called the police, who directed her to drive to the Goodyear police station on Van Buren street. When she arrived, officers discovered the stolen sign in Navarro’s Escalade. The police determined the sign had the proper notices required for election signs.

Litchfield School Board has a history of violating Open Meeting Laws. The Arizona Attorney General’s Office recently fined board president Kimberly Moran $500 for her third OML violation and ordered that the OML violation letter be posted on the Litchfield website for one year. Many signs criticizing Moran have been ripped down at various Litchfield district schools. Defacing or removing political signs is a serious offense and many consider them a dangerous assault on democratic elections.
