PIERRE, S.D. (KELO) — The mid-October round of South Dakota highway projects drew bids that in most cases were below the state Department of Transportation’s estimates.

The state Transportation Commission on Thursday approved low bids that contractors submitted on eight of them.

The ninth, a shared-use path planned along parts of 26th Street and Veterans Parkway in Sioux Falls, was withdrawn because of a coordination issue, but it will be re-offered in the coming months, according to Sam Weisgram from DOT’s Office of Project Development.

“This is considered the ideal time of year to be bidding work,” Weisgram told the commission. ”Very favorable results this go around.”

Three are for structure replacements on 311th Street over East Union Creek southeast of Alcester in Union County; on 296th Street over a tributary of Emanual Creek northeast of Avon in Bon Homme County; and on Hammerquist Road over Rapid Creek northwest of Farmingdale in Pennington County.

The most-expensive project in this round is an 8.5-mile stretch of SD73 in Jackson County from south of the White River into Kadoka and a piece of SD248. The estimated cost was $23,639,814. Loiseau Construction of Flandreau had the lowest of four bids at $25,536,517.81, which was 8% above the estimate.

Three other large projects had low bids that were below DOT estimates.

Simon Contractors of South Dakota, based in Rapid City, was lowest of five bidders on resurfacing 5.7 miles of US385 from north of Pactola Dam to four miles north of SD44 in Pennington County. The company’s bid of $3,996,319 was 1.4% below the $4,051,336.75 estimate.

Central Specialties of Alexandria, Minnesota, was lowest of five bidders on resurfacing 12 miles of SD15 between Clear Lake and SD28 in Deuel County. The company’s bid of $6,244,318.74 was 14.1% below the $7,272,633.20 estimate.

Anderson Western of Bismarck, North Dakota, was lowest of five bidders on resurfacing 21 miles of US212 in Faulk County from the Faulk/Potter line to one mile west of Faulkton. The company’s bid of $6,949,645.61 was 8.7% below the $7,614,067.85 estimate.
