INDIANAPOLIS — Officials with the Indianapolis Metropolitan Police Department announced on Wednesday that a third individual has been arrested in relation to a fatal shooting from November 2021.
According to a post on IMPD’s social media, detectives with the department’s violent crimes unit arrested 31-year-old Eugene Foy in relation to the death of 42-year-old Jeffrey Herald.
This comes after two other people, Laseanne Strode and Tavaris Jackson, were previously arrested in the case. According to previous reports, Herald, a father of four from Hancock County, died on Nov. 27, 2021 after he was shot in the head at a home on the west side of Indianapolis.
On Aug. 15, 2024, a warrant was issued for Foy on preliminary charges of:
- One count of murder
- Two counts of robbery resulting in serious bodily injury
- One count of unlawful possession of a firearm by a serious violent felon.
Foy’s warrant came after “a tireless effort by IMPD homicide detectives, and with the help of community cooperation.” Foy was arrested on Monday, according to the post.
According to court documents, Foy was identified by a witness as an individual who was reportedly at the scene of the shooting. Foy’s phone was also reported to be at the homicide scene around the time of the shooting, appearing to “move with Strode’s phone immediately after the homicide.”
According to the post, Strode and Jackson have both been convicted on numerous charges in relation to the fatal shooting. Both are serving sentences in the Indiana Department of Correction.
