ELLITSVILLE, Ind. — The Ellettsville Police Department confirmed Friday night that an Evansville man was arrested in Virginia for corrupt business practices — including the alleged sale of sexually explicit services — at a Bloomington massage parlor.

According to EPD, police received an anonymous tip in mid-October of 2024 regarding prostitution taking place at Sun Flower 99 Spa, located on the 4600 block of West Richland Plaza Drive in Bloomington, Ind.

EPD then surveilled the business and conducted an investigation lasting three months. This resulted in the spa’s owner, 51-year-old Zhongqiang Teng, facing the following charges:

  • Two counts of prostitution (Level 5 Felony)
  • Corrupt business influence (Level 5 Felony)
  • Possession of child pornography (Level 5 Felony)
  • Failure to collect or remit the proper amount of sales tax (Level 6 Felony)
  • Failure to provide requested tax documents (Level 6 Felony)
  • Five additional counts of prostitution (Class A Misdemeanor)
  • Unlawful possession of an eastern box turtle (Class C Misdemeanor)

Police said they also arrested 43-year-old Xueren Chen of Evansville. She was charged with:

  • Two counts of promoting prostitution (Level 5 Felony)
  • Corrupt business influence (Level 5 Felony)
  • Four counts of prostitution (Class A Misdemeanor)

EPD said Teng was found in Winchester, Va. on March 30. According to their report, a Winchester police officer detected Teng’s license via a License Plate Reader, notifying the officer that Teng was wanted on a warrant out of Indiana.

Currently, Teng is being held at a Virginia detention center on a No Bond Extradition Warrant. EPD said he is awaiting extradition back to Monroe County, Ind.
