SIOUX FALLS, S.D. (KELO) — He’s been accused of stealing everything from copper wire to a camper, trailers, tools and cars, yet he keeps getting released from jail.

Joseph Miller is one of many repeat offenders keeping Sioux Falls Police and the Minnehaha County State’s attorney’s office busy.

As of Friday morning, Miller had 21 cases currently making their way through court. 13 of those cases were filed just this year.

All 21 cases involved a thorough investigation. Court documents say Miller’s been linked to multiple crimes through DNA evidence and surveillance video.

“People have to have a chance to be restored, there has to be services, there has to be a chance for redemption but also, in this particular situation, after 21 times we have to say, well this isn’t working. How do we adjust what we’re doing,” Sioux Falls Police Department Chief Jon Thum said.
