The official opening of the 2025 Arizona legislative session is still two weeks away, but the introduction of prefiled bills is in full swing.

Arizona is one of the states that allows the filing of legislative bills some weeks before the session gets officially underway. As of the day of this writing, 51 bills have been filed, and we are tracking 13. If the history of prior years is an indication, there will be over 1,500 bills introduced. At AZPEOPLESLOBBYIST we will likely track about 300 and react to about 200.

Generally, prefiled bills are an indication of what the tenor of the session will be and what topics will dominate the legislative agenda. It seems like this upcoming session will fall in line with that trend.

The number one topic so far is elections. In a RECENT SURVEY most Arizona voters have indicated that they have confidence in Arizona elections. However, there is still work to be done, mostly in the area of speeding up the process and cleaning up the voter rolls. Republican legislators are showing that they are taking this topic seriously.

Many folks who would like to know exactly what is in the bills that are being considered, hesitate to do so because they consider the task quite daunting. However, instructions on how to make the process a lot easier may be read by CLICKING ON THIS LINK

SB1001 early ballots; identification; tabulation Elections Mesnard – Makes changes to the deadlines for submitting ballots and identification requirements
SB1002 pronouns; biological sex; school policies Education Kavanagh – School personnel are prohibited from addressing students by pronouns that do not match their sex, or names other than those on the official school record
SB1007 public school tax credit; purposes Taxes Kavanagh – Extends the public-school tax credit that expired June, 2024
SB1011 early voting; ballot deadlines; certificates Elections Petersen – Streamlines the process of voting.
SB1013 municipalities; counties; fee increases; vote Taxes Petersen – Requires a 2/3 vote for tax and fee increases by counties and municipalities. Mirrors the requirement for the state legislature.
SB1020 disruption; educational institution; concealed weapon Self Defense,

2nd Amendment

Rogers – Prohibits universities from prohibiting the possession of a concealed weapon by a person who has a valid concealed weapon permit
SB1028 high school graduation; requirements Education Kavanagh – Makes changes to the testing requirements for high school graduation
SB1036 public resources; influencing elections; penalties Elections Kavanagh – Currently, cities and towns are subject to civil penalties if they engage in the use of public resources to influence elections. This bill determines how those penalties are paid, depending on who filed the action
